HR and reward professionals across two events

MixCare ran this survey at its booths at two Hong Kong HR events in September 2026: an HR and employee engagement event and an HR benefits event.

Most respondents work in HR: HR managers, heads of HR, compensation and benefits, reward and total reward managers, HR business partners and engagement managers. A smaller group were benefits consultants, recruiters and insurer contacts. 65% come from organisations with 201 or more employees.

1

Cost is the top renewal priority

Multi-select. The average respondent chose 2.4 goals.

Almost half of respondents (49%) want their next renewal to reduce overall premium costs. Among the HR benefits event audience, that rose to 54%.

Cost rarely travels alone. 20% picked both cost reduction and more flexibility, and 17% picked both cost reduction and wellness. HR teams want to spend less and offer more.

"Cost leads, but it is paired with choice and wellness. HR teams are looking for a programme that spends smarter, not one that simply spends less."

2

The flexibility gap: 83% want it, 20% have the platform

"Do you currently offer an FSA or wellness allowance?"

Over half of respondents (52%) do not offer an FSA or wellness allowance but are interested in one. Another 31% already have one. Only 17% prefer a fixed plan.

Demand holds across company sizes: 82% of organisations with 201+ employees and 85% of those with up to 200 employees have or want an allowance. Intent is well ahead of the infrastructure needed to run one at scale.

Key Insight

"The appetite for flexibility is already there. What most organisations lack is the platform to deliver it without adding cost or admin."

3

Group medical: re-broking, not new adoption

Solutions respondents are interested in. Multi-select.

Group medical insurance tops the list of solutions of interest at 55%. But 84% of respondents already offer it. Of the 65 organisations that have group medical, 38 (58%) said they are interested in group medical solutions.

That is not demand for a new benefit. It is a signal that many HR teams are looking for a better version of the plan they already run, which fits with cost as the top renewal goal.

Wellness remains a core goal, but provision lags

Benefits currently offered vs solutions of interest. Multi-select.

34% want their renewal to improve wellness and mental health support, yet only 31% currently offer an EAP or mental health benefit.

The clearest gap is gym and fitness: only 12% offer it, while 25% are interested, more than double. Flexible benefits is the only other category where interest exceeds provision. On average, organisations offer 4.3 benefits.

HR teams want less admin

"Reducing HR administrative workload" as a renewal goal.

29% of respondents want their renewal to reduce HR administrative workload, making it the fourth most common goal. The pressure is slightly higher in larger organisations and among the HR benefits event audience.

This links back to the flexibility gap. Without the right tooling, running an allowance, claims and several providers adds work for HR, which may help explain why provision trails demand.

Key Insight

"More choice for employees should not mean more work for HR. Nearly three in ten respondents want the renewal to take work off their plate."

Two rooms, two priorities

Top renewal goals by event audience. The engagement event audience was smaller, so read its results as directional.

The two events drew different audiences, and their priorities differed in a way that makes sense.

The engagement-focused room cared as much about retention as cost. The benefits-focused room was firmly about cost and flexibility. Yet both rooms showed strong appetite for an allowance. A good benefits programme has to answer to the CFO and the employee experience team at the same time.

Compared with Q2 2026

"Our Q2 2026 survey at the Lockton Forum found 72% had or wanted an FSA or wellness allowance and 47% cited premium cost reduction. This quarter: 83% and 49%. Different audience, consistent direction."

What this means for your 2027 renewal

If you are preparing a renewal brief, these results point to four practical questions to put on the table.

01 · Cost

Benchmark before you renew

58% of organisations with group medical are already looking at alternatives. Know your utilisation and claims data so you can test the market from a position of strength.
02 · Choice

Treat flexibility as a cost lever

An allowance caps spend per employee while letting people choose what matters to them. With 83% appetite, the question is how to deliver it, not whether.
03 · Wellness

Fill the wellness gaps people will use

Gym and fitness interest is double provision. Wellness options inside a flexible allowance can meet that demand without adding a new fixed line item.
04 · Admin

Build in real-time visibility

29% want less admin. Choose a setup with one view of enrolment, claims and spend, so more choice does not mean more spreadsheets.

About this survey

  • Collected in person at MixCare Health's booths at two Hong Kong HR events in September 2026: an HR and employee engagement event and an HR benefits event.
  • Respondents were mostly HR, reward and engagement professionals, plus some benefits consultants, recruiters and insurer contacts.
  • Renewal goals, current benefits and solutions of interest were multi-select, so totals exceed 100%. Percentages are rounded to the nearest whole number.
  • This is a convenience sample of event attendees, not a statistically representative sample of Hong Kong employers. Event-level results for the smaller engagement event audience are directional.
  • Responses are reported in aggregate. No individual respondent or organisation is identified.
